Web Client - "Show Clearable Holds" doesn't work if hold shelf hasn't fully loaded

In the Holds Shelf screen if you click "Show Clearable Holds" before all of your holds have loaded the holds just continue to load. The button text switches to "Show All Holds" as it should when displaying the clearable holds list but the list displaying is actually all holds.

This is a particular problem when there are lots of items on the hold shelf but the issue can be reproduced with a small number of holds.

There is a very similar report to this from the xul client in 2.2 - https://bugs.launchpad.net/evergreen/+bug/1047519 I've submitted this as a separate bug since, based on the bug report, it appears the issue was resolved at some point in the xul client and has come back in the web client.

This is resolved in 3.3 by the improvements to the hold shelf in 3.2.
