Uninstalling VLC removes libdvdread4 which breaks other DVD playback

Bug Description

vlc bionic-updates 3.0.2-0ubuntu0.1 amd64
4.15.0-22-generic #24-Ubuntu

To reproduce:
1. Install vlc with DVD playback support (libdvd-pkg)
2. Install another DVD player application, e.g. Kodi
3. With DVD playback working, sudo apt autoremove vlc

Actual: apt autoremove vlc removes libdvdread4 package, breaking DVD playback in other media applications.
Reinstalling libdvdread4 and rebooting restored playback in kodi.

Expected: Keeps libdvdread4 installed so DVD playback can still function in other applications.

Not vlc's fault if kodi does not have a dependency on libdvdread4. Reassigning to kodi.
