python-tripleoclient should have docker as dependency

Bug Description

Dear Stackers,

the "python-tripleoclient" package should have docker as a dependency, especially since we're going in the "containerized" way for both over and underclouds.

Installing docker directly would allow to:
- install python-tripleoclient package and its dependecies
- create the stack user
- directly add the stack user to the "docker" group, allowing it to manage docker containers without "sudo" nor "root" access.

Do you agree with that statement?

damn, it actually does require docker:

but docker package doesn't create the docker group. But this is probably not the right place to discuss that :).
