Checking in an item with an open circulation can tell staff to route it to a particular location instead of to the patron

Bug Description
This is in Evergreen 3.1.2.
1) Create a shelving location with Checkin alert set to Yes.
2) Create an item with that shelving location.
3) Check it out to Patron A.
4) Try to check it out to Patron B.
5) When prompted, click "Normal checkin then checkout"
6) I then got an alert to route the item back to the original shelving location. This shouldn't be! The staff member should give the item to the patron, not put it back on the shelf. :-)

Here's a gif showing what I mean. It tells me to route the item to Reference, but it's checked out to the patron.
