Bug Description

Commit https://github.com/openstack/charm-ceph-osd/commit/53d09832e59b3cb268f7ae2d72335b7780905c7b added support for limiting object names for >= Jewel if using ext4 or directory-based devices. Unfortunately the code is broken such that it will always apply this limit.

    Fix osd object name restriction

The list of devices provided to the charm is currently incorrectly
parsed such that object names are always limited to 256 chars. This
patch ensures that the expected criteria is met.
