Inkscape 0.92.x incredibly slow gui on Windows 10 64-bit

Bug Description

Inkscape's GUI is dramatically slow on Windows 10.
Menus are fast as usual but GUI (Toolbar) is not usable. I hardly can move object around or select them. Double clip on a toolbar icon opens the belonging tool dialog instantly so that's the fast part. Everything else is nearly not usable.

I tried three different machines:
1) Lenovo Thinkpad Laptop, Windows 10 64bit Pro, Intel CPU, Intel GPU
2) PC, Windows 10 64bit Pro, Intel CPU, Nvidia GPU

And these Inkscape Versions:
1) Inkscape 0.48.5 (32 and 64 bit) -> works smoothly
2) Inkscape 0.91 (32 and 64 bit)
3) Inkscape 0.92 (32 and 64 bit)
4) Inkscape 0.92.1 (32 and 64 bit)
5) Inkscape 0.92.2 (32 and 64 bit)
6) Inkscape 0.92.3 (32 and 64 bit)

The issue occurs on both machines (no matter if rulers are visible or not - i tried that possible workaround) with Version 0.92.x. Version 0.48.5 works fine and fast.

Windows task manager shows CPU 0 % used by Inkscape.

Can you test the patched gtk+ as described in https://bugs.launchpad.net/inkscape/+bug/1131428/comments/52 ?

If it works for you, too, I'll try to upstream this patch, so it will be included in future version of 0.92.x branch.
