Setting empty NeutronBridgeMappings when updating a stack with OVN deployments is not handled

when we deploy a OVN DVR stack, NeutronBridgeMappings is set to some value for the compute roles and the command "ovs-vsctl set open . external_ids:ovn-bridge-mappings="<BRIDGE_MAPPINGS>" is execute by puppet-ovn on compute nodes. Later if the stack is updated to remove the neutron bridge mappings from compute nodes, there is no code in puppet-ovn to remove this i.e "ovs-vsctl remove open . external_ids ovn-bridge-mappings" is not run.
