Bug Description
Some users automate their translation uploads by posting to the translations upload form directly using e.g. wget or Python's urllib instead of interacting through a browser.
If this post attempt leaves out the "file" parameter (something that's not possible using a web browser), a KeyError results. That's harmless, but it should be UnexpectedFormData so that the error is categorized properly.
