Description:

If running clutter UI, then close it, marquee & status bar disapeared when poping up a dialog, if poping up a window, marquee & status bar show correctly.
Reproduced stpes:
-----------
1. Run clutter UI, then kill it in terminal.
2. Open one applet which will pop up a dialog such as Proxy from settings.
3. Open one application which will pop up a dialog such as Claws Mail.
Current result:
-----------
In step2&3, marquee & status bar disapeared when poping up a dialog.
Expected result:
-----------
marquee & status bar should be shown correctly.
