If running clutter UI, then close it, cannot close application with X button after clicking start icon

If running clutter UI, then close it, cannot close application with X button after clicking start icon. If not run clutter UI, can close application with X button after clicking start icon.

Reproduced stpes:
-----------
1. Run clutter UI, then kill it in terminal.
2. Open one application such as Notepad.
3. Click start icon on marquee, then click "X" button to close the application.
4. Click application title to show menu.

Current result:
-----------
1. In step3, cannot close the application.
2. In step4, it cannot show application menu, but show home screen menu: Mobile, Internet,... and cannot switch to other home screen menu when clicking it.

Expected result:
-----------
1. In step3, it should close the application successfully.
2. In step4, it should show correct application menu instead of home screen menu.

Suggest to add comments and mark the bug as won't fix. I will verify them until clutter remove in images.Still track it in M9.
