Could you please provide additional details such as the release of openstack you are working with, steps on how to reproduce, log snippets, etc. as needed? At the moment the description doesn't provide much info and thus its hard to move forward in the triage of this defect.

The original description has a basic outline of the steps, but I have not run them locally yet. Confirming the steps and release version would be helpful.

My guess is since the network is shared and the device_owner value of the port is a router, that it is ignoring the allocation pool and just allocating any IP.
