vif_type(binding_failed) is not supported

When I create a container by zun with external network(using to floating ip by nova). I get this error.I try to using docker network connect to connect a network to container. It also has this arror.
But when I using the network create by openstack ,it works.
Other, I open the dvr(neutron), it also works.

Error info:
