webui invalid orch service

Bug Description

Regarding to webui provisioning. When a service is not configured by user, it should not be configured in config.global.js. For example, when there is no Keystone (no orchestration, with Kubenetes, with OpenShift), config.identityManager, config.imageManager, config.networkManager should not be configured at all in config.global.js. For now, they are configured with 127.0.0.1 and webui keeps trying to reach 127.0.0.1 for those services.
