Incorrectly named env file for Dell EMC XTREMIO iSCSI Cinder backend

Most references to the Dell EMC XTREMIO iSCSI Cinder backend include "iscsi" in the name.
- Service template is named cinder-backend-dellemc-xtremio-iscsi.yaml
- Template parameters have a CinderDellEMCXTREMIOIscsi prefix
- capabilities-map.yaml lists cinder-dellemc-xtremio-iscsi-config.yaml for its environment file

However, the file in the environments directory is named cinder-dellemc-xtremio-config.yaml (no mention of "iscsi" in the name).

The mismatch between the reference in capabilities-map.yaml and the actual file name causes problems with the Director UI.

The env file should be renamed to match the reference in capabilities-map.yaml. That way, all references to the backend will consistently mention "iscsi."

Reason: The gate is having serious troubles with docker.io, we need to abandon this patch so it leaves the gate and when it's stable again I will restore this patch. Please do not restore or do anything, I'll take care of it as soon as things work again.

    Rename Dell EMC XTREMIO iSCSI environment file

    Rename the file in the environments directory so that the file name
    matches the reference in capabilities-map.yaml.

    Old name : cinder-dellemc-xtremio-config.yaml
    New name : cinder-dellemc-xtremio-iscsi-config.yaml

    The new name includes "iscsi" and that is consistent with the corresponding
    Heat template file name (cinder-backend-dellemc-xtremio-iscsi.yaml).
