Keyboard layout indicator not showing in "Indicator Applet Complete"

Bug Description
In a new install of 18.04, adding a new keyboard layout does not cause a layout indicator to display in the "Indicator Applet Complete" item in the panel. Adding the "Notification Area" applet displays the keyboard layout indicator.
Note also, there seems to be no difference between the "Indicator Applet Complete" and the "Indicator Applet". Also the "Indicator Applet Appmenu" just displays "No Indicators".
