The migrate command was deemed not mature enough to be enabled everywhere; documentation was updated where necessary to not point to the feature.
https:/ /wiki.ubuntu. com/MigratingTo Netplan is special in that it's a specification for something that we wanted to do; it's only valid inasmuch as whether a specification is implemented.
We're happy to have you test the feature and help making it better, but for now it's considered unsupported (thus disabled), because it doesn't cover quite enough of the different things that might be migrated from ifupdown.
To test the command, you can use:
ENABLE_ TEST_COMMANDS= 1 netplan migrate
