Stat cats editor will only allow you to change the Owning Library to library belonging to your home_ou system.

When you edit a patron or copy statistical Category in the Statistical Category Editor you are forced to select an owning library that belongs to your home_ou system. You can add a new patron or copy statistical Category to any library with in the consortium, but if you edit that statistical Category you can only choose libraries in your home_ou system.

Steps to test:

1) Create a patron or copy statistical Category in the Statistical Category Editor with an owning library of the consortium.
2) Edit the patron or copy statistical Category and look at the Owning Library drop down box. Your only selections will be the libraries belonging to the home_ou of your account used to login the staff client (or web client)

Tested in 3.12, and this is not an issue. The org units displayed when creating and editing patron and item stat cats are based on the depth of the stat cat permissions. This can be marked 'Won't Fix.'
