stardict_3.0.6-1 version needs packaging

stardict_3.0.6-1 for 18.04 needs packaging

Debian package that is available on project site cannot be installed on Ubuntu. It has unmet dependances.

Old 3.0.1 version has probably a bug - a problem that is described here:
https://ubuntuforums.org/showthread.php?t=2391998

Mouse when moved to the right side of the screen doesn't touch scrollbar.

I found PPA for stardict
ppa:xuzhen666/stardict
but I don't know if it is maintained by official developer or unknown third party person because the name is different.
