Eagle import of restrict layer does not consider copper pours

# HowTo Reproduce

 * Open "sha2017_draft_rev1_0_0.brd" from https://github.com/SHA2017-badge/Scarves
 * "Fill Zones"
 * Notice that the Keep out Zone has "Keepout Copper Pours" disabled

# Expected Behaviour

 * Same as in eagle
