Bug Description
rabbitmq's certificates in the host are owned by the rabbitmq user. This user is no longer present as we no longer have rabbitmq in the host. We need to do as with other services, get rabbitmq's certs to be owned by root, copied into the container, and kolla will subsequently set the container's permissions.
