redis healthcheck is broken

Bug Description

The redis container is reporting that the service is unhealthy. In looking into the issue, the healthcheck script is using nc but it is not installed.

()[redis@undercloud /openstack]$ bash /openstack/healthcheck
/openstack/healthcheck: line 17: nc: command not found

Fix redis healthcheck

nc is not installed in the containers by default, but socat is available
so lets use that instead.
