Bug Description
Ability to create a service VM with a tenants credentials but keep it isolated from the tenant. Ability to provision stoarge in a similar manner.
"(mjozefcz): Similiar use-case in Trove and Octavia. We want to 'hide' a VM in other tenant and charge it in different way.
