Why is this a problem? If the user wants to reserve a particular address, shouldn't s/he be able to determine who it currently belongs to?

Agreed - IP address ownership should be visible to all users. If we don't do this we force the organisation to maintain some sort of spreadsheet or other shared view of address ownership. The existence of a range or address isn't secret information.

I would go even further and allow addresses / ranges to have descriptions, so it's easy to know that 'Angelina is using that range for her test hadoop cluster' for example.
