RFE: install ovb-tenant-cleanup.sh script in tripleo infra tenant and execute via cron

As a ruck/rover I would like the cleanup of the openstack-nodepool tenant to be automated.

Please create a new role [1], to be installed on a secure server (note nodepool creds) to execute the clean up
