No nova-compute image in docker after promotion

Docker image nova-compute doesn't present on docker.io after promotion to c06e315e87d6326f984bbbb038f7cdec9d1e187f_cd134cc0

This image also is not on promoter server, so it wasn't pulled from trunk.registry.rdoproject.org/tripleomaster

Currently it was pushed manually. But we need to catch such cases and not to promote if no all images present.
