Install and configure controller node in Neutron: Port 35357

The Neutron install guide uses Port 35357 for Keystone instead of Port 5000. It is the same bug like in Nova (https://bugs.launchpad.net/nova/+bug/1765144) where it is already fixed.

This was already fixed on the master branch, commit e1761d2e29cdd93dffe3d39c0b9407b2facaa0c1
