Install and configure controller node in Neutron: Port 35357

Bug Description

The Neutron install guide uses Port 35357 for Keystone instead of Port 5000. It is the same bug like in Nova (https://bugs.launchpad.net/nova/+bug/1765144) where it is already fixed.
