Dell EMC Manila configuration errors

Bug Description

Manila configuration fails when using manila-backend-vnx.yaml template. does not create manila user, database in mariadb. also the template is missing
manila::backend::dellemc_vnx::share_backend_name parameter and sets manila::backend::dellemc_vnx::emc_share_backend incorrectly causing additional errors.

This is also the same problem for other backends including vmax and unity as well

Fix for the manila backend configuration errors

    Fixing the manila configuration when using
    dell emc manila templates due to malformed
    emc_shared_backend hiera value

    manila::backend::dellemc_vnx::share_backend_name will
    be generically fixed for all backends in the
    puppet-tripleo code
