water resource explanation is bit misleading

Bug Description
In "farming began" objective in the first scenario of barbarian campaign,
There is a message:
"You can obtain water by building a well on a spot where your geologists have found a water source."
But this is somewhat misleading now because water can be obtained by
65% of chance even when no resources.
I think this fact should be opened to players.
In addition, this point is not mentioned in encyclopedia AFAIK.
(Mines have a description about this point.)
