Ubuntu 18.04 after restarting laptop keyboard and touchpad not working

Bug Description

After installing Ubuntu 18.04, I updated and upgraded the system using terminal, installed Ubuntu-mate-welcome and Gnome Tweak Tool. Then I restarted my machine. After login into the system, I don't see anyway to click on any of the icons and opening terminal using "Ctrl+Alt+T". I also went to recovery mode to repair the broken packages and cleaning the system. But after login, I faced the same problem. To reproduce the error:
1. Install Ubuntu with of the essential packages.
2. Login into the system.
3. Observe the error.

Thank you for taking the time to report this bug and helping to make Ubuntu better. Please log into a VT (Ctrl+Alt+F4) and execute the following command only once, as it will automatically gather debugging information, in a terminal:

apport-collect 1770459

Please try reinstalling again fresh without making any configuration changes or installing additional packages.

Then:

1. Does the problem occur when you haven't yet installed anything?

2. Make changes to the system one-at-a-time and reboot each time. After which change does the bug occur?
