kwalletd5 non-responsive at login, blocks wifi and other applications requiring passwords

Bug Description

Upon login kwalletd5 seems to be in a non-responsive state. This blocks network-manager from connecting to wifi as well as any other applications that have passwords stored in kwallet. If you kill kwalletd5 it will respawn itself in working condition and immediately prompt to unlock the wallet. I've only been able to reproduce this on a wifi connected device not with Ethernet so there may be some connection to how kwallet interacts with network-manager on a wifi connection.

Steps to reproduce:
1. Login on a wifi connected device
2. Kwallet never prompts to open the default wallet causing network-manager to not connect to the network and other applications (such as Kmail for example) to not work properly

What I expect to happen:
1. Login and be prompted by kwallet to unlock the default wallet so applications can access saved passwords

What happened instead:
1. Kwallet did not prompt to unlock the default wallet causing applications to not work because they can't access saved passwords.
