Bug Description

Using Chrome Version 66.0.3359.139 (Official Build) (64-bit)

I am able to access and add a printer through Chrome by going to the page http://localhost:631/admin/login and I can add a printer fine. But I cannot add the printer if I go directly to http://localhost:631/admin and bypass the login. If I need to change any defaults of the printer through the same pages it gives me the "Unauthorized" and will not change anything. I can change it in Firefox and the printers control panel.

@Marcos Teixeira Unfortunately, I was already part of the lpadmin group before all this started. So that doesn't work.

This allowed me to add a Canon IP7200 via the local CUPS httpd:

I could print a test page from CUPS via the webpage.

Unfortunately still not able to add via the system device dialogs - CUPS internal server error

I feel that is a bug between the two. I can't do the organization itself of the printer either. In any case, I have discovered that when I include the printer through CUPS along these lines paying little respect to the program, applications in Wine will really observe and utilize the printer. You can visit https://www.browsertechnicalsupportnumbers.com/blog/fix-chrome-err-spdy-protocol-error/ and follow the step to fix the bug issue.

I have found that version 2.2.8 that comes with Ubuntu 18.10 works fine. I downloaded and installed it into Ubuntu 18.04 from https://launchpad.net/ubuntu/+source/cups/2.2.8-5ubuntu1.2 and it asked for login and all admin functions were working as expected.
