Did this issue start happening after an update/upgrade? Was there a prior kernel version where you were not having this particular problem?

Would it be possible for you to test the latest upstream kernel? Refer to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest v4.17 kernel[0].

If this bug is fixed in the mainline kernel, please add the following tag 'kernel-fixed-upstream'.

If the mainline kernel does not fix this bug, please add the tag: 'kernel-bug-exists-upstream'.

Once testing of the upstream kernel is complete, please mark this bug as "Confirmed".

Thanks in advance.

Does it work properly if you remove the nouveau card or switch the slots?

The other video card is integrated into the motherboard, and the disabling the integrated video with bios causes the boot to fail.

I could try the video card in a different computer, but that computer would have to be booted from usb since I don't want to change its os.

Would a dmesg.txt from a different computer with the same video card with say a 4.15 kernel be useful?

dmesg from different motherboard

I tried it on a different computer. I don't get the acceleration error, instead I get errors like:
[drm:radeon_dvi_detect [radeon]] *ERROR* HDMI-A-1: probed a monitor but no|invalid EDID

which is odd, since there no HDMI connection on the card.

Phoronix also reported 4870 not to work on 4.17.

Could you try some previous kernel version?
