ceph-volume fails when trying to create an lvm osd

Bug Description
When executing the ceph-volume command I get the following error:
sudo ceph-volume lvm create --data /dev/sdc
Running command: ceph-authtool --gen-print-key
Running command: ceph --cluster ceph --name client.
--> Was unable to complete a new OSD, will rollback changes
--> OSD will be fully purged from the cluster, because the ID was generated
Running command: ceph osd purge osd.0 --yes-i-
stderr: purged osd.0
--> OSError: [Errno 2] No such file or directory
The expected behavior would be the creation of an OSD. This bug was encountered after the previous one found at #1769154 ceph-volume fails with unable to find keyring.
