python-tripleoclient should have logging

When we typically deploy we rely on the output from stdout or redirect it into a file. The output from the "openstack overcloud deploy" command should be logged into a file by default. With the move to config-download/ansible the heat output is only part of the deployment and it makes it even more important to have this output (not able to just do openstack stack failures, or look at heat output).
