Add "Send error report" feature to web client

Users of the web client need a simple way to provide useful debugging data when they report a problem. This has been most evident when users send a screenshot of the "white screen" problem, which is entirely blank except for the green menu bar across the top. Efforts have been made to teach users to open their browser console and include that in the screenshot, but with little success, and this is an added burden on the user.

I suggest we add some kind of "Send error report" feature to the web client, which should copy the dev console and make it easy for the user to email it to their tech support contact.
