Authority linker from bib MARC editor includes way too many 4XXs, and the order doesn't make much sense

Bug Description

The authority linker puts things into an odd order, because its order is informed by 4XX See references, etc. In addition, the 4XX that don't fit alphabetically into the browse doesn't really help catalogers much in selecting the correct authority. Finally, from a UX perspective, it's not very clear what will happen when you click [Apply] next to an unauthorized form of the heading.

I've attached a screenshot of what is currently like. I would prefer it to be something more like this:

         Turkestan
           See:
             [Apply] Central Asia
[Apply] Turkey
[Apply] Turkey -- Antiquities
           See also:
             [Apply] Asklepieion (Bergama, Turkey)
             [Apply] Pergamum (Extinct city)
         Turukiya
           See:
             [Apply] Turkey
