some DVR tests in neutron_tempest_plugin not checking enabled extensions

two api dvr routers tests fail where they should be skipped (because extension is not enabled), namely:

should probably look more like

Confirmed. The tests should require the 'l3-ha' extension since it uses the 'ha' attribute [1].
