OpenvSwitch and Neutron Gateway should support IPFIX

Internet Protocol Flow Information Export (IPFIX) is a standard which allows traffic flow data to be exported to a remote listener for better network throughput monitoring. This is supported by Open vSwitch out of the box by setting the correct configuration via ovs-vsctl on a per-bridge basis.

The Open vSwitch and Neutron Gateway charms should allow setting an IPFIX target in config which can then be configured on all OVS bridges (int, ex, and any data-ports) using charm-helper's OVS library.
