Bug Description

Sanity TCs fail during scp between the VMs due to problem with cloud-init pkg.
Senthil is aware of this problem, hence assigning the bug to him.

TCs affected are:
TestBasicVMVNx.test_vm_file_trf_scp_tests
TestBasicIPv6VMVNx.test_vm_file_trf_scp_tests
TestEvpnCasesVxlan.test_with_vxlan_encap_to_verify_l2_vm_file_trf_by_scp
