18.04 GNOME displays at 60fps even if the monitor is set to 144hz

Bug Description

Expected behavior : the Ubuntu desktop refreshes at the same rate as the monitor's refresh rate

Current behavior : The mouse cursor moves at 144fps/hz as expected, but GNOME only refreshes at 60fps, resulting in very stuttery display(dragging windows, menu transitions etc).
The issue is isolated to GNOME, Ubuntu flavors which do not have GNOME 3 do not exhibit the same problem.

Can confirm this is an issue in ubuntu 18.04. Also affects Ubuntu Budgie (reported it here: https://bugs.launchpad.net/ubuntubudgie/+bug/1767264) which uses the same window manager as gnome shell (mutter). Animations/window dragging are locked to 60fps regardless of actual monitor refresh rate while everything else (glxgears, etc.) works as expected. This issue doesn't exist in gnome 3.28.1 in other Linux distributions so is likely the result of some Ubuntu 18.04 specific patches.

There are hardcoded values at 60fps / 60hz / 16667. I rebuilt mutter and clutter with values at 144fps / 144hz / 6944, so far it seems to have helped but it's still not as smooth as other desktops.
