Ubuntu 18.04 Workspaces only change on primary monitor

Bug Description
After connecting an external monitor to the laptop:
- the 4 workspaces that I could access using keyboard shortcuts seem to have been reduced to only 2
- the 'workspace' does not appear to be changeable on the external (secondary) monitor

It is certainly frustrating. I had expected independent workspace control on each monitor.
