vitrage.datasources.services HTTPForbidden: ERROR: You are not authorized to use global_index

I have installed vitrage in pike version of openstack. I followed the link https://docs.openstack.org/vitrage/pike/install/install-rdo.html to install vitrage. In the installation procedure, there is a step to Copy policy.json to /etc/vitrage/; but unfortunately the link http://git.openstack.org/cgit/openstack/vitrage/tree/etc/vitrage/policy.json doesn't contain any file. So I skipped the step and continued further and now when I execute vitrage-collector command I am facing the following error:

vitrage.datasources.services HTTPForbidden: ERROR: You are not authorized to use global_index.

The policy.json file exists in stable/pike branch:
http://git.openstack.org/cgit/openstack/vitrage/tree/etc/vitrage/policy.json?h=stable%2Fpike

It was removed from the newer branches due to the "policies in the code" change.
We need to fix the link in Pike documentation.

    Fix policy.json link in the installation document

    The file policy.json was removed in Queens, so the Pike documentation should
    point to the file in stable/pike.
