Missing keepalived package breaks nonha deployments

My nonha deployments are currently failing with the following output:

        "Error: Could not set 'file' on ensure: No such file or directory - /etc/keepalived/keepalived.conf20180425-7898-18alsp5.lock",
        "Wrapped exception:",

        "Error: /Stage[main]/Keepalived::Config/Concat[/etc/keepalived/keepalived.conf]/File[/etc/keepalived/keepalived.conf]/ensure: change from absent to file failed: Could not set 'file' on ensure: No such file or directory - /etc/keepalived/keepalived.conf20180425-7898-18alsp5.lock"

This is likely caused by https://github.com/openstack/tripleo-puppet-elements/commit/33430f2eff907843c755ad2a938ac7a963940f2b

A temporary workaround would be to set EnablePackageInstall to true.

    Add keepalived back

    I5ceb329e18024040697ad5eab892d13c51ad276f removed the OpenStack and Ceph
    packages which also removed keepalived from the images. We still need
    keepalived for the controllers so adding it back in as an explicit
    package to install.
