Compute specific L3 agent no longer required

Bug Description

We can use role specific parameters for overriding the l3 agent mode etc on compute nodes with DVR enabled instead of using a separate service definition. The existing neutron-l3-compute-dvr.yaml should be deprecated. Using the Compute role for DVR should also be deprecated along with OS::TripleO::Services::ComputeNeutronL3Agent and OS::TripleO::Services::ComputeNeutronMetadataAgent resource registry entries.

This should just be cleaned up for victoria even if we don't backport it.
requirements for fix:
- RoleParametersDefaults should be added to the roles definitions
- Change ComputeNeutron* to Neutron* service listings
