Tonga PRO [Radeon R9 285/380] HDMI output always "disconnected"

On a fresh installation of Ubuntu 18.04, both DVI outputs on the back of the card function as expected but it is not possible to enable the HDMI output.

I can reliably reproduce the issue under both X and Wayland.
