French language keyboard layout selection _randomly_ fails

Bug Description
When starting the installer in French language, when getting to the Keyboard Layout Selection the layout appears to randomly fail to set.
By random I mean I haven't been able to determine a sequence of steps that either always triggers this failure, or a sequence that never does.
The Correct Layout is selected by default in both lists (left and right) but is not actually in effect when testing in the input field.
Note this is possibly due to a conflict in the MATE desktop, I don't have the expertise to determine whether that's the case or not.
