Bug Description

In 3.15 I changed the default iocBoot/*/Makefile@Common to not set ARCH, since envPaths doesn't set ARCH for the IOC any more. However configure/RULES.ioc assumes ARCH is set, and only works by chance if there is no ARCH variable in the environment.
