config-download files missing from CI logging

Bug Description

with the merging of https://review.openstack.org/#/c/550577/ we lost the config-download pieces being pulled out into it's own directory which was captured by CI. We're working towards updating tripleoclient to improve this process (https://review.openstack.org/#/c/560578), but in the mean time to help with CI we need to make sure the files are properly downloaded to a folder.

    Fix ansible config download dir

    With the merging of Ie00f71b12f56262985c47810be0e80402e9e558e we lost
    the tempfile creation as part of config download. So we need to handle
    the directory creation for the undercloud config download bits.
