Thanks for the heads up, but does not resolve that issue.

Launchpad has finally loaded the missing linux-image-4.15.0-18-generic (and lowlatency).
That makes linux-generic upgrade happy.

So it is a launchpad problem not loading all packages at once, even if none was 'pending' on the build source.
