Bug Description

juju 2.4-beta2-xenial-amd64
maas 2.3.0

Error message:

ERROR failed to bootstrap model: cannot use agent built for "ppc64el" using a machine running on "amd64"

Bootstrap command:

juju bootstrap --bootstrap-constraints 'arch=ppc64el tags=uosci' --auto-upgrade=false --model-default=juju-configs/model-default.yaml --config=juju-configs/controller-default.yaml ruxton-maas ppc64el-mosci-ruxton-maas

The same bootstrap command works with juju 2.3.2 (requests a ppc64el machine from maas, bootstraps successfully):

+ juju bootstrap --bootstrap-constraints 'arch=ppc64el tags=uosci' --auto-upgrade=false --model-default=juju-configs/model-default.yaml --config=juju-configs/controller-default.yaml ruxton-maas ppc64el-mosci-ruxton-maas

Looking for packaged Juju agent version 2.3.2 for ppc64el

Retried this with beta1 - neither beta has agents availabine in 'proposed' which we use by default, only in devel.

So, the resolution for this specific version at this time was to add "--agent-stream=devel" to the bootstrap command.
